Colonel Outhis Zoone's character can best be described by his history and his up bringing closely connected to traditions and history of the Federation. Col. Zoone is the 21st Baronet of Munro, a long and ancient family of Scotland on the planet Earth. His Grandfather, Outhis Munro Zoone, was a well known member of Starfleet within the United Federation of Planets.

The 19th Baronet of Munro, Zoone had land and title within the Scottish Highlands, but this did not stop him from joining Starfleet Academy and becoming a security officer aboard the U.S.S. Albany, a Siva Class Destroyer. Here he went on to be a highly decorated and competent Security Chief when he was approached by a member of the Starfleet Marines. He was a Lieutenant at the time and he was able to keep his rank and transferred to a RECON team known as the 86th Marine Strike Group. He was liked by his men and was the likely choice to become the Executive Officer of the MSG. Later into his career, Major Outhis M. Zoone developed a talent for Intelligence Gathering and Covert Operations. He was approached by one of the Regional Directors for the Special Security Division and asked to join their team as well. Upon his untimely death, his death still remains a mystery to many; Outhis Munro Zoone became the Operations Deputy Director of the SSD. It was rumored that his death was classified as Ultra Top Secret and sealed by the President of the Federation as well as the Director of the SSD.

Major Zoone's son, Outhis William Zoone, the 20th Baronet of Munro, joined Starfleet Marines directly. Due to his father's years in the service and his ability to adapt to adverse conditions, Outhis W. Zoone advanced quickly. He also was XO of the 86th MSG and served as RECON team member within Starfleet Marines. But O.W. Zoone had the aptitude for legal affairs and joined the JAG Corp when he was a Major as well. He was promoted to Divisional Commanding Officer of the 5th Division when his former DCO was promoted to the Command Staff of Starfleet Marines. He also followed in his father's tradition as a member of the clandestine world of the SSD by leaving the Marines as a Major General and Chief of Staff to become the last Director of the SSD.

Director Zoone took him to many worlds and many sectors throughout the galaxy. He met many people of many races. Upon one of his visits he met a woman from the planet Efros. The Efrosians are highly spiritual and a warrior race by tradition. Able to adapt to any climate environment they prefer the winter cool conditions of their planet. Survivability, mental discipline, and warrior fighting techniques in both males and females, attracted Zoone to the planet to further his knowledge and adaptability. S'Symar was a beautiful Warrior Priestess who was wise as a diplomat and cunning as an assassin. She held the rank of S'Karra 3rd level (the equivalent to Glinn in the Cardassian Obsidian Order) and was just as ruthless. But S'Symar fell in love with Zoone and in a years time gave birth to two sons that they named: S'Syar Munro Zoone, the 21th Baronet of Munro and Outhis Munro Zoone III.

At the time of the disappearance of the Marine Starbase Inchon, both Zoone brothers were serving on board the station. One was serving as Special Intelligence Agent to Lt, Col. Thomas M Gorman, and the other was serving as the Captain of the Marine Training Vessel, USS Invincible, a retired Through-Deck Carrier assigned to the station. Both were highly decorated and both were well respected leaders in their own right.
