In reality, they portray characters just like every other member does and also act as moderators of their fleet forums. Joint Chiefs also act as Game Masters with the power to create sub-plots taking place within their fleets. They can also be called upon, when needed, to act as referees for action that takes place within their jurisdictions.

Unit Leaders (Ship Captains and Station/Base Commanders), under the oversight of their Joint Chiefs, moderate a forum that represents their individual command. Like Joint Chiefs, they monitor characters activities, can create sub-plots, and, if necessary, act as referees for character interaction/combat on their vessels.
